Local officials pass the buck on derivatives reform

This September 16, 2015 NASA satellite image shows Tropical Storm Krovanh in the western Pacific Ocean. Late September 15 night, local time, then-Tropical Depression 20W strengthened into a tropical storm, with wind speeds gusting to 83 km/h (52 mph). 20W, which eventually was named Krovanh, was about 450 miles northeast of Guam. Even more strengthening is expected throughout the week, with Krovanh likely becoming a typhoon by September 17.
