Hong Kong must take a holistic approach to develop green hydrogen, think tank Civic Exchange says

- Hong Kong has set aside US$25.6 million for subsidising hydrogen-vehicle trials, but the eligibility criteria has yet to be announced
Hong Kong should learn from China’s experience and adopt Europe’s stringent definition of green hydrogen while formulating a strategy on the clean-burning fuel, according to an environmental policy think tank.
The government must be bold in setting time-bound targets on green hydrogen utilisation and provide subsidies to help the private sector fund the construction of storage and vehicle-refuelling facilities, Hong Kong’s Civic Exchange said in a report on Thursday.
The report is the first of a five-part study funded by the government, and it comes ahead of the city’s announcement of a hydrogen development strategy by June 30.
“Hong Kong should learn from China’s experience and adapt its successful strategies on developing a framework that reflects the best and most innovative approaches to address climate change, reduce emissions and promote participation of all,” it said.

The city should also consider adopting the European Union’s standard, which demands a 70 per cent reduction in greenhouse gas emissions throughout the life cycle of hydrogen fuel, said Lawrence Lu, executive director of the Civic Exchange and one of the authors of the report.
