Modi has a dream for an India of the 21st century, but does he have a plan?

Kevin Rafferty says improving infrastructure and institutions is vital

On Independence Day last week, Narendra Modi gave a bravura display demonstrating why he was elected overwhelmingly as India's prime minister, the man of the people speaking to his people. But it still leaves open the question of whether he can put a team together to deliver the goods he promised.

His flaming red and white speckled puggaree, typical villagers' headgear to keep off the heat and dust, shouted confidence. Modi gave a bold speech without a prepared text, without the protection of a bulletproof screen, and he spoke to the ordinary Indian person, heart to heart.

He promised to sweep away the poverty-engrained analogue country and create a digital India of the 21st century, in which there would be toilets and bank accounts for all.

He is also determined to make India a world manufacturing power: "I tell the world - come, make in India. Sell anywhere but manufacture here. We have the skill and talent."

He stressed the importance of the Indian people: "Politicians haven't made this nation, parties haven't made this nation, governments haven't made this nation. Instead it is the farmers, scientists and common people who have built this nation."

It was stirring stuff, showing the energy and passion that predecessor Manmohan Singh lacked. But fine words don't put food on the table.

Modi sahib, you are right that it is the people who will do it, not politicians or governments. But the people have to have the help of a system that works, so that they can release their talents and energies. Anyone who has been to India understands that politicians and officials too often throw sand in the machine to stop it and steal the benefits before they can go to the people.
