Legislative councillors debate a motion initiated by Liberal Party chairman James Tien Pei-chun urging the government to set up a labour importation scheme to ensure that public housing and infrastructure projects can be completed on schedule. Tien wants the government to make reference to arrangements made for the construction of the airport. However, trade union legislators say the government should instead focus on training Hong Kong workers.

The pro-administration group, Voice of Loving Hong Kong, marches against violence. Members will walk from Southorn playground in Wan Chai to the nearby police headquarters. They are concerned about the violence outside the Legislative Council complex over the past two Fridays, when protesters rallied against plans for housing projects in the northeast New Territories.
