Liu had spent 20 years at China's civil aviation body before joining the ICAO in 2007. She takes on the top job as the ICAO comes under pressure to improve safety in the airline industry.
The cuddly canine from the US state of Ohio had ballooned to a weight of some 25kg after a diet of pizza and burgers, barely able to walk and suffering from depression until rescued by a nursing student.
