Does Elsie Leung Oi-sie have the right to criticize Hong Kong's legal community?

Your question is not clear and it has slanted toward a desired response. Most people believe in the freedom of speech, but some of them may not know Leung Oi-sie's special position on the Basic Law and the Legal community Moreover, some of them may not even know what she had said about the law community.
Any resident of Hong Kong has the right to criticize the legal profession and when we talk about the "legal profession" that includes the judiciary.
Some of these white-wigged nincompoops think they are infallible and make the most bizarre judicial decisions which far removed from "JUSTICE".
Handing out community service orders to famous people convicted of offences, which would usually attract immediate custodial sentences is just one example of this.
