Two high-profile Chinese newspapers linked to the Communist Party published editorials on Thursday voicing support for the private sector and advocating the creation of a favourable business environment to drive the growth of private enterprises.

Ahead of the “two sessions” – the annual meetings of the country’s legislature and top advisory body – beginning in Beijing next week, the party mouthpiece People’s Daily and the Economic Daily, which is linked to the party’s propaganda department, stepped up the rhetoric following a high-profile meeting last week between leading entrepreneurs and President Xi Jinping, who is the party’s general secretary.

“The greater the difficulties and challenges we encounter, the more determined we must be to implement policies and measures that support the development of the private economy,” the People’s Daily editorial said. “This will unlock more opportunities and open up broader prospects for the growth of China’s private sector.

“As long as we steadfastly implement the central government’s decisions, we will undoubtedly create a more favourable environment for the high-quality development of the private economy and inject greater momentum into its growth.”

The Economic Daily said that a society governed by the rule of law provides the best environment for business.

“In the face of market competition, what private enterprises worry about is never how fierce the competition is, but whether the playing field is fair,” it said. “What they seek boils down to four words: equal treatment for all.”

The editorial said private companies still encounter hidden barriers in some regions and sectors, and China must strengthen reviews aimed at ensuring fair competition – whether in property rights protection, market access or resource allocation – to ensure equal treatment for private enterprises.
