Innovation plus livelihoods – the twin tracks of China’s 5-year plan
The country’s new economic blueprint targets hi-tech advances plus basic human needs such as nursing home beds

The draft of the new economic blueprint – covering the period to 2030 – was released on Thursday, and in it Beijing vowed to “significantly enhance” the country’s ability to innovate, as well as have a “marked increase in fields where China is keeping pace with or leading the world”.
The draft is being reviewed by the National People’s Congress, the country’s top legislature, and is expected to be endorsed when the annual session closes on March 12.
To reach these goals, Beijing aimed to implement a tiered development strategy for technology over the next five years, said Bai Jingyu, director of the NDRC’s innovation and hi-tech development department.
