In Leung Chun-ying’s second last policy address – seen as a make or break blueprint for him to seek re-election next year – the chief executive is promising to spend a huge chunk of change on economic development, most notably to realise President Xi Jinping’s “One Belt, One Road” grand vision. In a policy address last week packed with big-ticket items, Leung also tried to impress the grass roots with big and small initiatives ranging from a 10-year hospital development plan to real-time information boards at bus stops.
