Classifying China’s cities

Reports and analyses about China often refer to its cities according to a tier, from one to four, for example Beijing is a “tier-1” city. But what does that mean? The answer is, there is no set definition: organisations that use such rankings have their own criteria, generally based on a city’s economic output, its population and its administrative status.
