Graft probe into senior official of Hebei province

The head of Hebei province’s organisation department – a former Shanxi official – is being investigated on suspicion of corruption.

Liang Bin, 58, a member of the standing committee of Hebei’s provincial party committee who is in charge of personnel, is being investigated for “suspected serious violation of party discipline and state laws”, the Central Commission for Discipline Inspection said on Thursday.

The phrase usually refers to corruption; the graft-buster gave no further details.

Liang arrived in Hebei six years ago, having spent the rest of his career in neighbouring Shanxi province.

He is the first official of such rank to be investigated for suspected graft in Hebei province this year. In coal-rich Shanxi province, seven officials at the rank of deputy governor have been investigated over corruption allegations this year, including Ling Zhengce, the eldest brother of Ling Jihua, the right-hand man of former president Hu Jintao.

As a Shanxi native, Liang started out in the provincial Communist Youth League in the early 1990s, before being promoted to chairman of Xinzhou and Shuozhou. He served as the deputy governor of Shanxi province from 2003 to 2008.
