India names China specialist as new ambassador to Beijing

India has appointed an experienced China hand as its next ambassador to Beijing, a move Chinese observers described as a positive sign despite the two countries’ protracted border stand-off.
Pradeep Kumar Rawat, a Mandarin-speaking diplomat who has dealt with China in various capacities since the 1990s, will replace Vikram Misri, who returned to New Delhi early this month after a three-year stint, according to India’s Ministry of External Affairs.

Rawat, currently India’s ambassador to the Netherlands, “is expected to take up the assignment shortly,” a ministry statement said on Monday.

It came as China’s Foreign Minister Wang Yi put a positive spin on the two countries’ relationship in his year-end review on Monday.

China and India have “maintained dialogue through diplomatic and military channels, and effectively managed and controlled frictions in certain border areas, under a shared commitment to improving and developing the bilateral relationship,” he said.

Chinese foreign ministry spokesman Zhao Lijian echoed Wang’s remarks on Tuesday, claiming that “the border situation between China and India is generally stable”, despite the military stand-off in eastern Ladakh – which included a deadly clash in the Galwan valley in June last year – running into a second winter.

The new ambassador studied Mandarin as his foreign language after joining India’s foreign service in 1990 and was posted to Hong Kong and Beijing between 1992 and 1997, according to his profile on the external affairs ministry’s website.
