Taiwan has issued a comprehensive wartime handbook with instructions on what to do in the event of a cross-strait conflict, including missile and nuclear arms attacks.
The Civil Defence Contingency Handbook, released on Tuesday by the island’s defence ministry, is split into “peacetime preparation” and “wartime responses” – with each part containing several chapters.
In addition to advising Taiwanese how to deal with different contingencies, the 48-page illustrated guide also shows residents how to recognise enemy uniforms, and suggests action to take in a radiation emergency.

“The compilation of the handbook is based on the opinions of the public and suggestions of legislators, using international situations, including the Ukraine war, as references,” said Shen Wei-chih, head of the ministry’s All-Out Defence Mobilisation Agency.
The handbook also had first aid tips tailored for wartime, Shen said, referring to the potential cross-strait war that some US experts have predicted could erupt between 2025 and 2027.

Beijing views Taiwan as its territory, which must be brought back under control, by force if necessary. Most countries, including the United States, do not recognise Taiwan as an independent state. Washington, however, opposes any unilateral change to the cross-strait status quo by force.
