Among the messaging from China’s propaganda machine in 2022, expect to hear a lot more of the ruling Communist Party ’s latest slogan – “the two establishments” consolidating Xi Jinping ’s powerful leadership status. That was the call from the party’s ideology chief, Wang Huning, at a meeting of propaganda officials in Beijing on Wednesday. “To do well in this year’s work on propaganda and thought, [we] must highlight the historical significance of the ‘two establishments’,” Wang was quoted as saying by state news agency Xinhua. The “two establishments” refers to establishing Xi’s status as China’s “core” leader and establishing his political doctrine, which was enshrined in the country’s constitution in 2018. The slogan first appeared in a resolution on history that was approved by hundreds of top party officials in November and cemented Xi’s status, putting him on par with Mao Zedong and Deng Xiaoping. It was just the third resolution of its kind since the party was founded 100 years ago , and reviewed its achievements with a heavy focus on those since Xi took power. The resolution described the “two establishments” as reflecting Xi’s support across the party, the armed forces and the people. It said they were of “decisive significance” for advancing the party’s “core” and China’s rise. In the months since that conclave in Beijing – the sixth plenary session of the party’s Central Committee – cadres at all levels have been using the slogan as a way to show loyalty to Xi. Senior officials have called the “two establishments” the party’s most important political achievement since 2012, when Xi took the helm. One of those was Chen Yixin, secretary general of the Central Political and Legal Affairs Commission, who also said it was central to the resolution. The slogan also came up at a Politburo Standing Committee meeting on Thursday reviewing the work of the past year and looking ahead to 2022, according to Xinhua. The seven members – including Xi and ideology chief Wang – called on officials across China to “profoundly study and understand” the historical significance of the “two establishments”. Xi was anointed as the party’s “core” leader in 2016, a title that had not been used for more than a decade. His political theory – officially known as “Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era” – was written into the party’s constitution a year later. It was added to the country’s constitution in 2018, when the legislature also abolished presidential term limits . At the meeting on Wednesday, Wang called on the hundreds of propaganda officials attending to “create a rich atmosphere” for this year’s party congress. The twice-a-decade congress, usually held in autumn, is expected to see Xi secure a third term in power – which will make him the first Chinese leader to do so in decades. Wang also said more needed to be done to improve “international communication”. “[We] must innovate on external publicity,” he said, addressing key figures from Chinese state media including the heads of CCTV, Xinhua and People’s Daily , as well as the Cyberspace Administration of China.
