This should be done to prevent major accidents not just in civil aviation, but also other high-risk areas such as mining, chemical production and construction, the central government said on Thursday.
All relevant departments and units should “firmly establish the principle of ‘people first, lives first’”, the Ministry of Emergency Management said in a notice issued jointly with the safety production committee of the State Council, China’s cabinet.
The notice said local authorities should take the crash as a reminder to “comprehensively investigate and rectify hidden safety hazards in various industries, resolutely curb the occurrence of major accidents, and take practical actions to prevent risks, ensure safety and protect stability” – ahead of the Communist Party’s 20th National Congress expected later this year.
“For units with prominent problems, measures such as administrative penalties, questioning, in-house supervision and publicising major case studies should be done in a timely manner, so as to tighten and establish firmly the main responsibility of enterprises.”
