Arrows at the intersection in Jinan in Shandong province tell drivers to go straight on, and left, at the same time, the Jinan Times reported.
Confused drivers are avoiding that lane of the road as some people have been fined for making the “wrong” choice, the newspaper said.
“The lane is empty and a waste of resources. One can’t turn left or go straight ahead without facing fines,” one motorist was quoted as saying.
Drivers are supposed to only go straight on due to road improvements, but the left turn sign has not been removed, the newspaper said.
Xie Tengfei, the deputy division head of the district transport police, was unrepentant.
