When Chief Secretary Carrie Lam gave a rather predictable speech to Legco today, it proved all too much for one high-ranking official.

Struggling to give Hong Kong's number 2 his full attention, Security Secretary Lai Tung-kwok was seen slumped in his seat, fast asleep.

The sleep-deprived Lai even looked like he would fall off his chair, leaning so far to his side that it was a wonder his spectacles managed to stay put.
