A solicitor’s clerk involved in a high-profile perversion of justice case is asking the High Court to quash the Law Society’s decision to proceed to hear two complaints filed against him in relation to the case.

Frankie Chung Cheong-kuen is the subject of two complaints by the Law Society in relation to a criminal case involving former Semtech International Holdings chairman Derek Wong Chong-kwong in 2006.

In a writ filed with the High Court, Chung said that the first complaint was that he conspired with Wong between July 11 and 17, 2004 to pervert the course of justice. And the second one was that on July 14, 2004, he committed perjury by making an affirmation containing untrue statements.

At the time, the prosecution alleged that Chung conspired with Wong and Wong’s lover, Mandy Chui Man-si, and his two lawyers to pervert the course of justice.

The five were accused of launching a campaign involving the court and the press in July 2004 to force the ICAC to release Wong’s secretary, Becky Wong Pui-see, whom they believed could give evidence against Derek Wong over alleged corruption offences in another case. Chung was given immunity as a prosecution witness in the perverting justice case.

According to the writ, Chung is seeking to quash the decision of a Disciplinary Tribunal Panel of the Law Society, handed down on January 21, this year, which held that it “would not be a breach of justice” for the tribunal to proceed to hear the two complaints.
