Four appointments were made to the University of Hong Kong’s governing council by the government this morning, but these did not include that of the council’s chairman – a position that “The Tsar” Professor Arthur Li Kwok-cheung is widely expected to take up.
It had been expected the government would announce today the appointment of a successor to HKU council chairman Leong Che-hung, whose term expires on November 6.
Li, a current HKU council member and former education minister, has been a controversial figure for many students and alumni, who have vowed to stage another wave of protests against his appointment as council chairman.
The latest developments came after the leak of a recording of Li discussing the promotion of liberal scholar Professor Johannes Chan Man-mun to a key managerial post during a council meeting in September.

The three new appointments and one reappointment of council members were announced in a “late notice” of the government gazette.
