Beijing’s “Greater Bay Area” blueprint to turn Hong Kong and 10 neighbouring cities into an economic powerhouse will be announced on Monday at the earliest, the Post has learned.

The revelation came as Secretary for Constitutional and Mainland Affairs Patrick Nip Tak-kuen said on Sunday the document would mark a new beginning in the working relationship between Hong Kong and the central authorities as the paper would outline the policy directions for them to follow up on in the years to come.

“The blueprint might not include a lot of immediate measures or policies, but it will outline the directions, and then the governments of Hong Kong, Macau and Guangdong will work together with the central authorities to implement policies,” he said. “There is a lot of work to be done in the future, so the announcement is just the beginning of our work.”

A source on Sunday said the State Council, China’s cabinet, was due to reveal the blueprint on Monday.

Hong Kong leader Carrie Lam Cheng Yuet-ngor previously said more details of the plan would surface at a symposium in Hong Kong on Thursday involving officials from China’s National Development and Reform Commission, as well as leaders of Guangdong province and Macau.
