Consumption vouchers: Hong Kong scheme extended to give non-PR residents, foreign students and ‘talents’ HK$5,000 handout

• No minimum period of stay for non-permanent residents required for eligibility, but they will only receive HK$5,000 (US$637) in total
• Scheme covers an extra 300,000 people and will increase cost to government by more than HK$1 billion (US$127 million)
