Hong Kong police superintendent allegedly molested subordinate in public toilet, court hears

A Hong Kong police superintendent has been accused of molesting a female subordinate three times inside a public toilet during an informal work gathering two years ago, with the victim saying she felt “helpless” because her colleagues present did not intervene to stop the suspected assault.
Luk Chun-chung, 43, stood trial on Tuesday in District Court after he denied seven charges, including three counts of indecent assault alleging that he molested a woman in a disabled toilet at Luen Wo Hui Market and Cooked Food Centre on the evening of June 22, 2022, and early hours the next day.
The prosecution witness, who asked to stay anonymous, testified in court behind a screen. She said during a gathering of a group of five officers involving alcohol, the defendant followed her to the restroom and dragged her into a toilet for people with disabilities.
The court heard the defendant had touched the victim’s breast, forcibly kissed her, and pressed her head down to perform oral sex on him on the first occasion. In the next few hours, Luk roused the victim who appeared to be a bit tipsy, and took her back to the toilet twice to continue the assault.
“I think everyone there should have been able to sense that [something had happened], but nobody stepped up to save me,” she said in the witness box.
“I did not want to use the toilet, but he kept waking me up and asking me to go with him. That was not normal behaviour. But I felt helpless.”
