Hong Kong and Macau Affairs Office Chief Mr Lu Ping says at a press conference of the Preliminary Working Committee (PWC) in Beijing that judges appointed to Hong Kong's Court of Final Appeal (CFA) will not be guaranteed places on the panel once the territory reverts to mainland rule. Lu Ping, Beijing’s top official overseeing the 1997 handover of Hong Kong, died on Sunday night aged 87. Often outspoken, he was instrumental in shaping Hong Kong post-handover.
