‘Cabinet accountability more important than whether Hong Kong leader serves second term’
Outgoing lawmaker Chan Yuen-han says that without more transparency, the Executive Council will make decisions on labour issues that hurt workers
To improve Hong Kong’s governance, it is more important to make the Executive Council more publicly accountable than to debate whether Chief Executive Leung Chun-ying should win another term, an outgoing pro-establishment lawmaker said.
The Federation of Trade Unions’ Chan Yuen-han, 69, is stepping down after about 16 years in the Legislative Council.
Chan was seen as relatively liberal-minded within the pro-establishment camp and had accused Leung of being arrogant. In March, she told the Post that Leung must be more tactful in his governance if he was to win Beijing’s blessing to seek re-election. She also warned that the FTU was unlikely to give Leung its full support unless he acted on labour issues such as standard working hours and retirement protection.

In a recent interview with the Post, Chan said she was upset that Leung had failed to make headway on those issues since 2012.
