Hong Kong is gripped by commuter chaos on Monday with a total of eight MTR lines either suspended or partially suspended following action by protesters preventing train doors from closing.
It follows two days of intense stand-offs between protesters and police officers across the city from Western, Wan Chai and Causeway Bay to Kowloon and Tseung Kwan O. Some clashes resulted in tear gas fired and arrests. 
Demands of protesters remain largely the same, including the full withdrawal of the extradition bill and an inquiry into police actions over the handling of demonstrations. Carrie Lam is to speak at 10am.

Hong Kong International Airport is preparing for major disruption. From midday until 6am on Tuesday, the airport will only use one of two runways due to a staff shortage caused by last-minute high sickness rates among air traffic controllers.
More than 1,000 passenger flights were due to depart and arrive in Hong Kong on Monday, with 511 services scheduled to leave the city, according to the Airport Authority’s website. By 7am, 94 departures and 78 arrivals were cancelled.
Airlines advise passengers to check their flight status before coming to the airport.

Traffic at the Cross-Harbour Tunnel, a key link between Hong Kong Island and Kowloon, in Hung Hom is normal, as of 6.45am.
To avoid disruption, some residents say they left home earlier to catch cross-harbour buses.
Cleaner Chiu Hon-way, 63, left his home in Fanling 15 minutes earlier. He says he was worried about traffic disruption.
“I called and notified my manager earlier this morning” he says.
But he said he understood protesters’ motives.
No police officers are seen in the area.


 


Cross-harbour commuters allow extra time

It appeared to be business as usual at railway stations including Hong Kong, Kowloon Tong and Yau Tong at 7am.
 

Services at Tiu Keng Leng station (pictured below) also appear to be running normally despite earlier reports suggesting some passengers tried to block doors on a train.

MTR Corporation says the first trains on all lines departed as normal this morning.

Advance check-in services at Hong Kong and Kowloon stations may not be provided by airlines today, according to some airline handling agents.
 


 
 
 

 
 

 


MTR services 'running normally'

Traffic is blocked on Lung Cheung Road, Wong Tai Sin, by barricades. Motorists remove them so they can drive through. No protesters, or police, can be seen at the scene.
The Transport Department issued a statement earlier, saying: “The Emergency Transport Coordination Centre of the Transport Department will continue to closely monitor the road traffic situation and public transport services, and maintain close liaison with the police, public transport operators and tunnel management operators to coordinate and implement relevant traffic and public transport arrangements as soon as possible when the roads or railway services are affected.”

Three MTR employees responded quickly to ensure nobody was stopping the door.

About 20 protesters, many wearing masks, shut down the Cross-Harbour Tunnel in Hung Hom, a key link between Hong Kong Island and Kowloon, for the third straight day.
Within minutes, police with helmets and shields rush in and the protesters flee, with the roads quickly cleared.
Despite a growing backlog, traffic is only very disrupted for about five minutes and gradually resumes to normal.

Organisers circulated online warnings on Sunday night that non-cooperation tactics would begin at 7.30am at four busy MTR stations – Diamond Hill, Lai King, Fortress Hill and Yuen Long.

At Lai King Station, dozens of young people are blocking the trains to Central and Hong Kong stations.
At a stationary Lai King train bound for Tung Chung, a middle-aged man in a blue shirt pushes a protester, which causes chaos. 
"You dare hit people! MTR staff, someone is beating people,” shout protesters, who chase the man who moved inside the train.
On the train to Central, an old man is arguing with the protesters.
"Don't block the door to stop people from going to work!" the man said.
Protesters around him repeatedly apologise while bowing, some have their umbrellas open.

 


Chaos at four MTR stations

Protesters block doors at another station, Tai Wai, on the East Rail line. 
With disruption taking place at four key stations and interchanges, at least five lines are being affected: Island (Fortress Hill), Kwun Tong (Diamond Hill), Tsuen Wan and Tung Chung (Lai King), as well as East Rail Line (Tai Wai).



Tai Wai disrupted

Joy, a Filipino traveller trying to check-in for her flight at Hong Kong station, fears being attacked following the rampage by white-clad men in Yuen Long on July 21.
She is at the downtown check-in counters – 12 out of 29 of which are open – at Hong Kong station.
The 40-year-old tried to check in at Airport Express, but was informed that Philippines Airlines was not providing services there this morning.
“They told me I have to go to the airport to check-in now,” she says, adding she left the house five hours early for an 11am flight to avoid disruption.
Referring to the colours worn by protesters and those who attacked them last month, she says: “I feel scared, mostly because of the men who were hitting people [in Yuen Long.] So now I avoid wearing black and white too.”

The social worker who found him says an ambulance has been called, but it is not clear how he came to be in that state.

Meanwhile, protesters continue to block train doors at Lai King MTR station, triggering heated verbal exchanges between some passengers and protesters.
Cries of “liberate Hong Kong, the revolution of our times” can be heard, and anti-government banners are displayed.

MTR announces disruption on the West Rail line due to a number of incidents involving the obstruction of train doors.
Services between Hung Hom and Kam Sheung Road station are running at eight-minute intervals, with no service going to Yuen Long, Long Ping, Tin Shui Wai, Siu Hong and Tuen Mun.
Officials from MTR warn of extra travelling time on the East Rail Line and West Rail Line. It says journeys on those lines could be extended by 15 to 20 minutes “due to a number of incidents ... involving train door obstruction, platform screen door operations, and foreign objects on the track.”
East Rail line is affected following direct action by protesters at Tai Wai.


West Rail line hit

The MTR has announced the suspension of services between Causeway Bay and Quarry Bay on the Island line.
Trains between Kennedy Town and Causeway Bay are running at eight-minute intervals, while trains between Quarry Bay and Chai Wan are running at six-minute intervals

Due to severe disruptions to its service, the MTR announces passengers will not be charged for their journeys.

Services suspended on Kwun Tong line

The government announces Chief Executive Carrie Lam Cheng Yuet-ngor, Chief Secretary Matthew Cheung Kin-chung and Financial Secretary Paul Chan Mo-po will meet the media at the ground floor lobby of the Chief Executive’s Office at 10am.
It will be the first time Lam has met the press in two weeks. 
The last time was on July 22, when she condemned protesters for defacing the national emblem outside Beijing’s liaison office in Western district, as well as slamming attackers for wounding at least 45 people at Yuen Long MTR station on the night before.

Bank employees are gradually getting to work in Hong Kong’s finance district in Central, despite the MTR chaos.
A woman in her 20s, who gives her name as Ms Wong and who works in finance, says she boarded her bus 45 minutes earlier than usual, fearing disruption.
“There is a bit of inconvenience for me and I feel tired this morning,” she says, adding she neither supports nor opposes the protest.
The bridge to Exchange Square starts to get crowded.

The protests paralysing the MTR network come hours after a 4am press conference fronted by Senior Superintendent Yolanda Yu Hoi-kwan, during which she condemned protesters for blocking roads on Hong Kong Island and Kowloon, and besieging police stations in Kowloon and the New Territories on Sunday night into Monday morning.
Police were asked about the removal of protesters from outside Tin Shui Wai Police Station in the early hours of Monday, during which a young woman’s underwear was exposed as she was taken away by several policemen.
Asked if it constituted sexual violence on women, Yu said the woman was not cooperative when she was arrested for assaulting a police officer.
Three female police officers failed to restrain her, and two male police officers moved in to remove, police said.
“Because the woman was wearing a dress, we saw what we saw on camera when she struggled fiercely,” Yu said.

Verbal disputes break out between a passenger and protesters, who accuse the man of hitting elderly protester Alexandra Wong, known for waving a British flag at rallies.

The Airport Express is suspended, bringing the total disruption to eight lines, including:
Tseung Kwan O line: suspended between Tiu Keng Leng and North Point, while Lohas Park station is also closed
Island line: between Wan Chai and Quarry Bay
Tsuen Wan line: between Tsim Sha Tsui and Tsuen Wan
East Rail line: between Kowloon Tong and Sheung Shui
Kwun Tong line: between Whampoa and Kwun Tong
West Rail line: between Hung Hom and Austin, and between Kam Sheung Road and Tuen Mun

Downtown check-in for the airport is also suspended since it relies on the Airport Express.

The disruption at Yuen Long station has seen protesters occupying a Hung Hom-bound train, as about 1,000 protesters gathered on a platform at 8.30am.
“Liberate Hong Kong! The revolution of our times,” protesters chant.
They also cry “five demands, not one less” in reference to the aims of the wider protests, which include Hong Kong leader Carrie Lam’s resignation and the establishment of an independent inquiry into police actions.

Some passengers criticise them as selfish with many choosing to get off the train to try and board a shuttle bus. 
At about 9am, protesters argue with two passengers who want the train to resume service from Yuen Long. The protesters urge him to either join the strike or take a shuttle bus instead. Finally the two passengers were persuaded to get off the train and use other means of transport.
Yuen Long station was the scene of a violent ambush by men in white T-shirts on protesters and bystanders on July 21.

Legislative Council security is strengthened with barricades, while metal fences have been removed nearby and replaced with orange tape. The surrounding streets are peaceful.

Rachael Lee, 32, a foreign professional trying to get to the airport, says she has to wait in Olympic station for about 40 minutes before she can get into a train.
The Tung Chung line has stopped operating at Nam Cheong station. 
“I had to walk back home,” Lee said, emphasising she is not against the protest despite the inconvenience. 
“But I have to say I had trouble figuring out what was actually going on, as only Cantonese was broadcast in the station.”

Traffic on Gloucester Road is running smoothly, despite the disruption on the train network.

Castle Peak Road in the northern Hong Kong town of Yuen Long is blocked by dozens of protesters.
They have set up barricades to halt the flow of traffic.

With the suspension of the Airport Express, anyone who needs to get to the airport on Monday morning is advised to take either a taxi or an airport bus.
However, bus operators Citybus and New World First Bus have warned of diversions and congestion as protesters have sporadically closed roads.
The most reliable option is a taxi - if you can get one.


How to get to the airport

At least one “airport safety ambassador” is seen monitoring safety conditions in light of long queues to check in at the airport.
The man says he is volunteering to ensure the safety of people there, including young children, but declines to speak further saying he is not authorised to speak to media.

Suspension of service from Tsing Yi to Kowloon Station.
For Tung Chung to Tsing Yi Station, the train interval time is 10 minutes, longer than usual.
For Kowloon to Hong Kong Station, the train interval time is 10 minutes.

Train services on the Island line between Wan Chai and Chai Wan have been suspended.
The suspension, which takes out more than half of the main railway line running through Hong Kong Island, cuts off major stops including Causeway Bay, North Point and Quarry Bay.

Train services for the entire Kwun Tong line are suspended.
Bus operators KMB and Long Win Bus urge passengers to be patient as bus services are affected due to busy traffic.
“Sorry for the inconvenience caused,” the statement says.

Ji Woo, 23, a tourist from South Korea says she and her friend have had their flight delayed from 1pm today to 3am tomorrow morning. She says they have no choice but to stay in the airport and wait for their flight. “It is scary,” she says. “We support the protests.”
Meanwhile, Philippine domestic helpers Angiels Rondalas, 67, and her friend Amelia Quia arrive for their 1pm flight to Manila at 8am - several hours early to avoid disruptions, only to find their flight is cancelled.
“Now we are stranded,” Rondalas says. “I have been in Hong Kong for 30 years and never seen anything like this." 
Michelle Marshall, from Britain, says she experienced eight days of protests and a typhoon. 
“If I had known in January what was going to happening in Hong Kong I wouldn’t have booked,” the 53 year-old said.
Flights that are still departing are going up to 90 minutes late, which will cause more knock-on effects when the airport goes down to one runway at midday.
Around 230 flights have been cancelled so far.

Lung Cheung Road, near the Wong Tai Sin MTR station, was occupied by protesters, completely paralysing the traffic.
They were standing and chanting in the middle of the road with umbrellas.
About two dozen protesters dressed in black then suddenly leave, shouting “on strike”, but their next destination is unknown.
A few civilians remove the barricades in front of the vehicles, allowing the traffic to gradually resume flowing.

Chief Executive Carrie Lam tells a press conference that the strikes breaking out across Hong Kong will damage the livelihoods of working families.
She says those going on strike for political reasons should also respect the rights of others, such as working-class people, who she says will bear the brunt of the action.

“Such extensive disruptions in the name of certain demands or uncooperative movement have seriously undermined Hong Kong’s law and order, pushing our city, the city we all love and many of us helped to build, to the verge of a very dangerous situation,” Carrie Lam says.
“The government will be resolute in maintaining law and order of Hong Kong and restoring confidence.
“We all love Hong Kong and have made various contributions to its stability and prosperity ... it’s time to say no to chaos and violence.”


City on the verge: Lam

Financial Secretary Paul Chan says Hong Kong’s economy is facing a very difficult situation against the backdrop of the ongoing US-China trade war and internal instability.

He points to dropping retail figures, warning that sales in July had already slumped by 6.7 per cent from June. 
“We have listened to the dissatisfaction over our handling of the bill and also our governance. We will listen and communicate more with different sectors and improve ourselves,” Chan says.
“I hope people will think twice as they carry on their movement.”

In a direct appeal to protesters during the strike, Carrie Lam asks them to consider the impact of their actions on Hong Kong’s population.
“We hope our residents think about: are we gambling with the welfare of 7 million people?
“Our society is becoming unsafe and unstable. Discontent with the government doesn't justify the use of violence.
“No matter what aspirations people have, I hope they can express them in a peaceful manner.”

Carrie Lam says besieging police stations and blocking railway services challenge the principle of “one country, two systems” and threaten Hong Kong’s “prosperity and stability”.

She condemns protesters who threw a Chinese flag into the harbour on Saturday.
“Hong Kong has been the safest city in the world,” Lam says.
“But a series of violent acts have put Hong Kong in a dangerous situation.
“Some people have resorted to violent means to express their aspirations and ignored the freedom of other people.
“Some people threw bricks and petrol bombs, besieged police stations and blocked railway services.
“Some people threw the national flag into the sea, while some call for ‘glorious revolution’ in Hong Kong.
“These actions challenges ‘one country, two systems’ and threaten Hong Kong’s prosperity and stability.”

The Hong Kong leader says there is an intruder risk of appearing at events including press conferences, which she adds has put off organisers from hosting her because of insurance costs.
“Someone asked why I did not come out and meet the press,” she says.
“The fact is some radical internet users would storm the events they know I would be attending, be it open or closed door.
“Even organisers would not want me to go now as they would have to pay a huge sum for insurance ... this is Hong Kong today where people resort to threats and bullying to achieve their goal.”
