As Hong Kong leader John Lee Ka-chiu prepares his fourth policy address, he faces a significantly different landscape compared with last year.

Public expectation is growing for how he will tackle major issues differently.

1. Why is Lee delivering his blueprint earlier this year?

The city leader will deliver his annual policy address on September 17, about a month earlier than the traditional October schedule.

The government previously indicated that the timing was adjusted to accommodate the new term of the Legislative Council, which will be elected in December.

The earlier policy address will give current and new lawmakers more time to review and debate the initiatives outlined in the blueprint.

The nomination process for the city’s next Legislative Council falls on October 24, with the current term to end on the same day.
