Hong Kong authorities will conduct a crowd control exercise at Kai Tak Sports Park on Saturday in a five-hour drill involving 5,000 participants, including 4,500 civil servants, security personnel and a simulated medical emergency.
The drill will take place at the 5,000-seat Youth Sports Ground, one of the venues within the park, from 3.30pm to 8.45pm, according to Sau Mau Ping police district commander Kit Tse Tsui-yan.
“The primary objective of the test is to assess the capacity of the sports ground and its surrounding facilities,” she said.
Tse said the drill would include ticket checks and crowd control, as well as managing entry and exit flows.
The exercise will cover one simulation in which attendees enter the venue, and two in which they exit.
Participants will be divided into groups to leave the venue and move towards Kai Tak and Sung Wong Toi MTR stations.
Another group will simulate a rainy day scenario and carry umbrellas.
A medical emergency will be played out in one of the scenarios, with police and ambulance officers called in to deal with the situation.
Commissioner for Sports George Tsoi Kin-pan said that among the 5,000 participants, 4,500 were civil servants and 500 others were from the community.
“Designated seats have been arranged for all participants,” he said, adding that each civil servant taking part would receive HK$100 (US$13) to cover transport costs.
Asked whether civil servants could decline to participate, Tsoi said he believed they were “willing to join”, although those who faced difficulties attending could reach out to their respective departments.
A guided tour was also being planned for the media and Tsoi said coverage of the drill would also help the public understand its importance.
He reminded the public that long umbrellas, water bottles and food were not permitted in the venue.

Cheris Lee, the MTR Corporation’s chief of operating and metro segment, said special arrangements would be implemented for train services on the Tuen Ma line.
“Both Kai Tak and Sung Wong Toi stations will implement crowd management measures,” she said.
Lee added that one-way passenger flow would be imposed at specific entrances and exits at those stations, while train services on the line would be added during certain periods in the evening.
The Youth Sports Ground’s first trial run involved a football match with 1,500 spectators last month, with the crowd smoothly dispersed within 10 minutes of the final whistle.
A second event, involving a rugby match between Hong Kong and Brazil, was also held at the same facility last Saturday on a rainy day, with some spectators complaining the stadium lacked shelters from the rain.
