The administration of US President Donald Trump on Friday unveiled an artificial intelligence (AI) policy framework aimed at curbing state-level restrictions on innovation, as it urged Congress to address AI risks and reinforce the US edge in an intensifying technology race with China.
Congress should pre-empt state AI laws that “impose undue burdens”, to ensure a national standard instead of “fifty discordant ones”, Trump said in a new legislative recommendation named the National AI Legislative Framework.
State law should not govern areas better suited to the Federal Government, or act contrary to US national strategy to achieve global AI dominance, it said.

The White House said that it looked forward to working with Congress “in the coming months” to turn the framework into legislation.
“This was in response to a growing patchwork of 50 different state regulatory regimes that threaten to stifle innovation and jeopardise America’s lead in the AI race,” David Sacks, Trump’s AI and crypto adviser, wrote on social media on Friday.
The framework also included a broad range of suggestions to protect children from certain AI-generated materials, ensure residents don’t experience increased electricity costs due to data centre buildout, protect copyright and prevent censorship.
