The fifth report of the constitutional development taskforce made the following recommendations:
Double the size of the Election Committee to elect the chief executive in 2007 to 1,600. All district councillors will be included
Increase the number of Legco seats in 2008 to 70 from 60. There will be five new geographical constituency seats and five new district council functional constituency seats
Chief executive can serve a maximum of two consecutive terms and not more than 10 years. The remainder of another's term should be considered as 'one term'; a chief executive can only serve one term after that
No timetable for universal suffrage given, but a panel on political development under the Commission on Strategic Development will examine how to achieve the goal
Chief executive elected to serve the remainder of another's term still has the power to dissolve Legco regardless of whether or not the outgoing leader has exercised such power during his term
