With rapid Ebola aid, China shows itself a reliable partner of Africa

Public health now sits beside trade, infrastructure and digital connectivity as a core part of Africa-China ties

When Jean Kaseya, director general of the Africa Centres for Disease Control and Prevention (CDC), met Jiang Feng, head of China’s mission to the African Union, in Addis Ababa, Ethiopia, in mid-July, the message was practical. They signed a handover certificate that brought Beijing’s direct emergency support for the Ebola response to US$4.5 million. A five-member Chinese medical team was already working in the Democratic Republic of Congo capital of Kinshasa.

Kaseya described the contribution as a strong signal of solidarity. What matters is how quickly that solidarity becomes money, equipment and people on the ground.

Disease outbreaks reveal partnerships with unusual clarity. Ports can be opened, trade figures celebrated and agreements signed. An Ebola alert asks a harder question: can a partner release funds, send experts and move supplies while health ministries are still tracing contacts?

So whom does Africa call when a dangerous test result arrives at midnight?

For a growing number of governments, China is among the first they call. Over the past decade, Beijing has moved beyond being a builder of roads, railways and power plants. It has also become a practical partner in public health emergencies.

Trade access and infrastructure finance may bring governments together, yet health cooperation reaches into laboratories, hospitals and communities. Here, state capacity is measured in days rather than decades. China’s response to the Ebola outbreak offers a clear example.
