As Hong Kong’s development into a smart city accelerates, the Government’s ambitious digital transformation initiatives are in full swing, some of which will be showcased at the Smart Hong Kong Pavilion at the InnoEX 2025 to be held from April 13 to 16 at the Hong Kong Convention and Exhibition Centre.

This year’s theme, “AI + Data Driven”, reflects Hong Kong’s commitment to integrating digital solutions into daily life. The Smart Hong Kong Pavilion showcases over 100 groundbreaking innovations across six smart areas: Smart Living, Smart Mobility, Smart Environment, Smart People, Smart Government and Smart Economy.

The Pavilion will feature over 100 exhibits, including avant-garde I&T solutions from 20 government departments alongside award-winning entries of the “Hong Kong ICT Awards”, “Asia Pacific ICT Alliance Awards”, “'Maker in China' SME Innovation and Entrepreneurship Global Contest - Hong Kong Chapter” and “Open Data Hackathon” from local innovators and students. It demonstrates how AI, robotics, automation and data analytics are reshaping urban living, providing a glimpse into how smart city technologies are revolutionising public services, urban infrastructure, environmental sustainability and economic development.

Adding a touch of fun, the Pavilion will also welcome two adorable mascots, “Xiyangyang” and “Lerongrong”, from the 15th National Games, the 12th National Games for Persons with Disabilities and the 9th National Special Olympic Games!

Revolutionising public services through digital innovation

One key highlight is how the Digital Policy Office (DPO) is leading multiple digital initiatives to enhance public services for the benefit of the public and businesses.

Cross-boundary Public Services

One of the most impactful exhibits is the Hong Kong Cross-boundary Public Services, which enables residents and enterprises in the Mainland cities of the Guangdong-Hong Kong-Macao Greater Bay Area to access over 70 Hong Kong public services remotely, without the need to travel to Hong Kong in person. The accessible public services encompass common service areas including tax, personal documents and entry permits.

Another remarkable innovation on display is “iAM Smart”, a one-stop personalised digital services platform that has already accumulated over 3.3 million registrations and enables users to access over 1,100 government, public and private online services and government e-Forms, such as applying allowances, renewing vehicle licences and submitting tax return.

3D Digital Maps of Hong Kong

The Lands Department (LandsD) recently launched the 3D Digital Maps of Hong Kong Island, New Territories Southwest and New Territories East, along with a 3D Indoor Map with coverage extended to the whole territory of Hong Kong and selected MTR stations, providing more comprehensive spatial data to the public. Released in phases since 2022, the 3D Digital Maps has now achieved full coverage of the territory. These maps facilitate the development of innovative indoor data applications, such as location-based services, tourism and indoor navigation. The LandsD continuously updates the 3D Digital Maps to provide up-to-date information with a view to promoting smart city development.

AI-driven sustainable and infrastructure development

Shark Species Rapid DNA Identification

Environmental conservation is also a major focus of the Pavilion. The Agriculture, Fisheries and Conservation Department is showcasing its Shark Species Rapid DNA Identification technology, which uses AI to enhance efficiency of identifying shark species of shark fins, thus protecting the endangered species.

Low-carbon 3D Concrete Printing Technology

Hong Kong’s infrastructure sector is also embracing digital transformation. The Architectural Services Department (ArchSD) is unveiling a low-carbon 3D concrete printing technology, an innovative construction method that allows for the design of complex-shaped building components without the need for molds, enhancing sustainability and ease of construction. This approach reduces carbon emission and further minimises construction waste through precise material application, making it a crucial step towards sustainable urban development.

Parametric Architectural Design with 3D Spatial Data

The ArchSD is also showcasing a low-carbon engineered bamboo structure inspired by the Lion Rock landscape, which utilises three-dimensional geospatial data and parametric architectural design in its creation.

Enhancing Public Roads with GeoAI-enabled Mobile Mapping Technology

Meanwhile, the Highways Department (HyD) is presenting how to enhance road construction and maintenance works with GeoAI-enabled mobile mapping technology. The HyD collects survey data in working environment with very busy traffic such as high-speed roads, flyovers and tunnels, and analyses the data with geospatial and AI technology to automatically detect and map various road objects, including lampposts, gullies, and manholes, which significantly enhances work efficiency.

e-Issuance of Licences and Certificates System (e-IS)

The Fire Services Department (FSD) is showcasing its e-Issuance of Licences and Certificates System, which utilises blockchain technology for issuing various digitally-signed electronic licences / certificates. Applicants are no longer required to visit the FSD’s office in person to obtain the licences / certificates or make payments.

Emergency Rescue Mobile Application - HKSOS

On the other hand, the Hong Kong Police Force (HKPF) is promoting HKSOS, an emergency rescue mobile application designed to speed up the response time of rescue services in life-critical missions. HKSOS generates unique SOS signal that can be picked up by Signal Radar used by rescuers even in extreme conditions. When SOS is triggered via the application, the Emergency Call Centre will be alerted and provided with the precise location information so that emergency teams can swiftly reach the individuals for assistance.

The HKPF is also promoting its Scameter+, a mobile application that helps the public identify frauds and online pitfalls and increases their crime prevention awareness.

Mutual Use of QR Code between HKSAR and Macao SAR Clearance Service

Another major advancement comes from the Immigration Department, which is “Mutual Use of QR Code between HKSAR and Macao SAR Clearance Service” that allows Hong Kong residents to use their e-Channel QR code for seamless clearance through the Automated Passenger Clearance Service in the Macao SAR. Similarly, Macao residents can use the QR code generated by Macao One Account Mobile Application to access the e-Channel Service in the Hong Kong SAR, fostering ease and speed in cross-boundary mobility.

Smart Economy

Smart Government Innovation Lab

The Smart Government Innovation Lab, run by the DPO, serves as a catalyst for collaboration between the IT sector, particularly local start-ups and small and medium enterprises (SMEs), and government departments, allowing innovative I&T solutions to make their way into public services while creating more business opportunities for the local start-ups and SMEs.

E&M InnoPortal

The Electrical and Mechanical Services Department is also introducing its E&M InnoPortal, which aims to match the technological needs of government departments, public bodies and the E&M trade with the scientific research achievements of start­ups, SMEs and the academia, thereby facilitating the application of l&T solutions to overcome challenges.

Leverage of Spatial Data and Geographic Information System in Supporting Low-altitude Economy Development

One of the most futuristic exhibits at the exhibition is the LandsD’s showcase of utilising spatial data and Geographic Information System (GIS) to enhance the safety, efficiency and planning of drone operations. By streamlining pre-flight planning and operational monitoring, geospatial technologies not only facilitate data-driven decision-making, but also pave the way for innovative and secure drone applications, which is essential for fostering the Low-Altitude Economy development in Hong Kong.

The Smart Hong Kong Pavilion at the InnoEX 2025 is a window into the city’s future. With breakthroughs in AI, automation, data analytics, robotics, etc., the city is reinforcing its position as a leader in smart city development.

Concurrent Event: The World Internet Conference Asia-Pacific Summit

Running alongside InnoEX 2025, the World Internet Conference Asia-Pacific Summit (the Summit) will be held 14 and 15 April 2025 at the Hong Kong Convention and Exhibition Centre under the theme of “Integration of AI and Digital Technologies Shaping the Future - Jointly Building a Community with a Shared Future in Cyberspace”.  Hosted by the World Internet Conference (WIC), organised by the Government of the Hong Kong Special Administrative Region of the People’s Republic of China (HKSAR) and co-organised by the Innovation, Technology and Industry Bureau (ITIB), the Summit will spotlight cutting-edge advancements in digital technologies and is expected to attract around 1 000 participants from the Mainland and overseas, including representatives from governments and enterprises, international organisations, leading corporations, experts and scholars.  The rich content of the Summit will include the opening ceremony and the main forum on “The Future of Digital Intelligence” and the Government-Enterprise Dialogue, and three sub-forums on “Large Artificial Intelligence Models”, “Digital Finance” and “Digital Government and Smart Life” on the second day of the Summit, when internationally renowned speakers will share their insights into emerging trends, opportunities, and challenges across various domains of digital technology.

This concurrent event complements the Smart Hong Kong Pavilion by further establishing Hong Kong as a hub for global innovation and digital transformation.
