RICHARD and Inge Strompf's Jeppesen-designed 51-footer X-Rated completed a line honours handicap double yesterday as the bulk of the 43-strong Dunhill San Fernando fleet neared this fishing port on northern Luzon Island in the Philippines yesterday.

 Strompf and his 10-strong crew finished more than three-and-a-half hours ahead of Nigel Stevens' 68-footer, Mandalay, in a time of two days, eight hours and seven minutes, only six hours outside the race record set in 1991 by the Humphrey's 83-footer, Rothmans, a competitor in the last Whitbread Round The World Race.

 Third across the line early yesterday morning was Frank Pong's Castro-designed 40-footer Jelik.

 It has been an outstanding 12 months for X-Rated. The cruiser-racer took line honours in last year's Corum China Sea Race to Manila but was denied the handicap double in the IMS (International Measurement System) class by Henry Kaye's Lethal Weapon, another Jeppesen-designed boat.

 Lethal Weapon missed the San Fernando race, leaving the door open for X-Rated to claim IMS handicap honours subject to any protests.

 A weary but delighted Strompf said yesterday: ''That was power sailing at its best. It's the first time we have had conditions that really suited the boat and we pushed her hard.''  So much so, in fact, a kite was shredded and the mainsail nearly suffered a similar fate.

 Strompf was forced to send a member of the crew up the mast to lash the mainsail after securing lugs had given way in the constant 20-to-30-knot winds.

 Remarkably, X-Rated was on course to break Rothmans' race record for nearly two days. ''But once we damaged the mainsail, we had to back off a little. Under race rules, you are allowed only one main, so we couldn't risk damaging it,' Strompf said.

 Mandalay was not without troubles of her own. The boat's steering cable snapped in the heavy seas on the second day out from Hongkong and an emergency tiller had to be rigged.

 Mandalay took honours on corrected time in PYS (Portsmouth Yard Stick) yesterday afternoon when the one-off designed boat, Lassir, failed to finish at 3.35 pm. At the 4 pm position fix yesterday, Lassir was still 68 miles from the finish.

 X-Rated was second in PYS and Jelik third but both boats may still drop down the fleet as other competitors arrive.

 X-Rated's domination of the race was further underlined by also winning provisionally on corrected time in CHS (Channel Handicap System) but under race rules she will not be able to claim that trophy as well.
