Quota plea

I am concerned about the Transport Department's policy on residents' service buses run by private estates.

There are many buses serving residents in some districts in the New Territories, like Tuen Mun and Sha Tin, for people who commute to work in Central, Wan Chai and Tsim Sha Tsui. However, the department has not approved a single service for Ma On Shan residents, even though their needs are just as great. Residents of districts like Ma On Shan deserve to be given a share of this kind of bus service.

Surely the fairest way of doing this would be for the Transport Department to introduce a quota system.
