China Telecom has resumed the selling of its controversial mobile call-forwarding service after a local telecommunications bureau has said it will back innovative services.

As part of efforts to encroach on the major mobile carriers' turf, the service was once banned and raised complaints from China Mobile and China Unicom. Both have reiterated their opposition and said they would closely monitor the situation.

Sales officers in China Telecom's Guangzhou office said selling of mobile-call routing devices resumed recently. They were now available in its branches in three Guangdong cities - Guangzhou, Shenzhen and Dongguang, and sell at about 68 yuan (about HK$64), up from between 15 and 30 yuan each in a December promotion.

Users who buy the devices before March 28 will enjoy free China Telecom services. A fee will apply for using the mobile call-forwarding service afterward, a China Telecom official said.

'We support any new innovation in telecoms services, as long as they do not go against any government regulations and are in the best interest of consumers,' said an official at the Guangdong telecoms administration bureau.

The official said China Telecom was now offering the service and the local bureau would not order the fixed-line carrier to stop, despite objections from mobile operators.

In December China Telecom's subsidiary offered the controversial mobile call-forwarding service, which re-routes incoming mobile calls to fixed-lines to escape fees payable to mobile operators. The service marks another bid by China Telecom to snatch revenue from mobile rivals.

Both China Telecom and China Netcom had been aggressively rolling out their city-wide wireless service, Xiaolingtong, allowing the fixed-line carriers to offer limited mobile service.

China Telecom once halted the mobile call-forwarding service briefly after the launch due to strong objection from the mobile carriers - China Mobile and China Unicom, which had complained to the telecommunications regulator.

Meanwhile, Nasdaq-listed telecom equipment supplier UTStarcom has signed a US$26.5 million contract with China Telecom, in the latest of a series of deals worth nearly US$1.5 billion over the past two years as China expands its wireless phone networks.

China Telecom, the mainland's top fixed-line phone carrier, will use the latest purchase to expand its wireless network in the central China city of Wuhan, UTStarcom said late on Tuesday.

China Telecom and its main fixed-line rival, China Netcom, lack formal mobile phone licences, but have been building similar mobile networks over the past few years based on a technology known as the personal access system (PAS).

This allows the development of systems like mobile ones using fixed-line infrastructure at a lower cost than traditional wireless technology. The PAS used in China to date did not allow for roaming services associated with wireless technology.
