Arare  scene happened yesterday. Credit Suisse China Investment Banking chairman Zhang Liping shot a question at Ronald Arculli, the Hong Kong stock exchange's chairman: 'The China Securities Regulatory Commission is said to be discouraging companies from listing in Hong Kong. Have you done any lobbying on this? Has Donald Tsang done anything about this?'

A rare scene because it happened at a luncheon hosted by Credit Suisse and Mr Arculli was the guest speaker. A rare scene because it was an occasion attended by 300 fund managers and journalists.

Investment bankers prefer backdoor lobbying. It's not their normal practice to wash dirty linen in public, especially in a town where face is important.

The only explanation is that the CSRC has been really tight in its control of mainland companies listing in Hong Kong. Anyone will shout when their well-being is threatened, so why not investment bankers.

Indeed, when the mainland regulator in January indicated it would prefer that companies list in the A-share market, no one took it very seriously. Everyone expected there would be room to manoeuvre and only newcomers would be affected.

The reality turned out to be much harsher. State-owned enterprises had their applications for a Hong Kong listing turned away before they reached the processing stage.

Even private enterprises were not spared. CSRC officials have told them to seriously consider issuing A shares.

The only exceptions are issuers seeking to raise US$1 billion or above, provided that they are listed in the mainland at the same time as in Hong Kong.

Among those turned away are companies that have long completed their restructuring under the guidance of CSRC officials and have commanded strong support from the provincial governments.

There was West Mining - a major  Qinghai ferrous metal miner - which was scheduled to have its listing hearing and to raise HK$4 billion next month.

Another was Tianjin Lishen Battery, one of the country's largest makers of lithium-ion batteries with investment from the Tianjin provincial government. The company had planned to have its listing hearing this month.

Everyone geared up their lobbying to get the green light.

Tianjin mayor Dai  Xianglong, a former central bank governor, threw his weight behind Lishen. Yet the CSRC has so far stood firm.

When pressed hard, a CSRC official even told one lawyer: 'Get an approval from the vice-premier [overseeing the stock market] if your client wants a listing in Hong Kong.'

Your columnist heard these accounts from senior investment bankers at three American, two Asian and one mainland house.

Of course, Beijing will deny any such policy bias because it goes against stated policy. The 11th Five Year Plan states clear support of Hong Kong's development into an international financial centre, and the listing of mainland enterprises here is an important element of that.

It is therefore not surprising that one or even a few Hong Kong-only listings will soon be approved to diffuse the 'rumour' and to keep Hongkongers happy.

But are we back to our old happy days? The answer is a definitive no.

After all, a regulator can come up with a hundred reasons when it says no. It is important to realise that behind the latest policy to keep issuers home is not a temporary slip but a strong urge to expand the mainland stock market as soon as possible.

The mainland needs the listing of more quality companies at home to mop up the excessive liquidity in the market and to entertain public demand that local investors be allowed a share of the country's most profitable companies.

More importantly, it needs to create a stock market with critical mass in order to develop a consumption-led economy and to withstand the challenge when it opens up to foreigners fully in a few years' time. China has the lowest equity market capitalisation to GDP ratio in emerging Asia.

Hong Kong has served the reform of state-owned enterprises well but the mainland stock market has now grown up enough to play its role, especially for smaller issuers.

This belief of giving the local market priority before Hong Kong is held not only among some CSRC officials but also at a more senior level. The fact that the CSRC would dare to contravene stated policy privately and discourage issuers from coming to Hong Kong  is telling.

With a senior-level reshuffle scheduled in November and nationalism on the rise  on the mainland, it is not surprising. Judging from the denial by senior HKEx officials early this month, our regulators apparently did not recognise the change until recently.

The political bickering may die down later but the clock on Hong Kong is already  ticking. The challenge for Hong Kong is to make the mainlanders see the city as theirs.

This is not going to be easy.
