THE Alliance of Hong Kong Chinese in the United States welcomes the introduction of the gazetted bill of constitutional reform.

We support a fully democratic government in Hong Kong. We believe that in order to ensure a high degree of autonomy there must be universal suffrage election as soon as possible. We applaud Governor Patten's proposal to bring in more open and fair elections. In view of the imminent District Board elections, it is high time that the proposal on political reforms be translated into law. We believe that the United Kingdom has an obligation to ensure that the people of Hong Kong continue to enjoy freedom and democracy under the rule of law and that human rights will be respected after 1997.
