LEGAL ambiguities of the Corrupt and Illegal Practices Ordinance (CIPO) have to be tidied up before the ordinance is extended to rural elections, officials told legislators yesterday.
Deputy Regional Secretary (New Territories) Po Pui-leong told the Legislative Council constitutional affairs panel that the provisions of CIPO were designed for the three tiers of government polls and might not be applicable to rural committee elections in some areas, such as the definition of electors.
