Why do Hong Kong Observatory push notices ignore those who can’t read Chinese?

I use the Hong Kong Observatory’s mobile app (with push notifications enabled) and find it, generally, most useful. However, I regularly receive push notifications that a message has been published by the Observatory, with the message prefaced with the English text “(Chinese only)”.

What follows is, to me, a mystery; as is the question of why the Observatory chooses to ignore section 3 of the Official Languages Ordinance, which states that English is an official language “for communication between the government or any public officer and members of the public”.

Could I ask the Observatory to tell us what information they are publishing that is so important that it requires a push notification to be sent to users, but which apparently applies only to members of the population that can read Chinese? So far as I am aware, the weather – unlike the Observatory – does not discriminate on this basis.
