Hong Kong may have done well compared with many other places in controlling the spread of Covid-19. Yet it has faced cross-border caution and warnings of a feared fourth wave of contagion.
This is because of failure to sustain a daily run of zero cases of infection, with 11 new cases yesterday, including four local and one untraceable.
As a result, liberalisation of cross-border travel is still seen to pose an unacceptable threat of spreading infection, hurting hopes the tourism industry can be revived with travel bubbles.
And while the city continues to report local cases, experts will not rule out a fourth wave coinciding with winter and the annual flu epidemic.

This is a worrying background to the latest turn of events. Health authorities have asked police to help investigate a possible coronavirus cluster at a Kowloon nightspot.
They want to track down at least 30 people linked to the bar in Tsim Sha Tsui that a 22-year-old student visited before testing positive.
They are also trying to confirm reports a Thai female tourist, also confirmed infected, was there the same night. She had stayed at three hotels, according to the Centre for Health Protection.
These circumstances raise questions about the violation of newly relaxed social-distancing measures, which limit bars to two people per table, given that the bar has only seven tables; and about border biosecurity and quarantine, including whether such tourists are retested before leaving quarantine.

After all, the second and third waves that brought the city so much grief were linked, respectively, with returnees from infected countries overseas, and seafarers and aircrew slipping through quarantine and biosecurity loopholes.
While such questions remain, the goal of zero infections could remain elusive. That is a target set by neighbours fearful of further outbreaks and therefore important to the city’s economic recovery.
Another double-digit daily caseload can only make cross-border talks on a travel bubble tougher. Meanwhile, experts say a combination of factors could set off a fourth wave of infections.
They worry that as the city eases travel restrictions and allows more visitors to enter, undetected imported infections will set off another spike in cases, especially if they combine with local untraceable ones.

As if maintaining community-wide vigilance is not a big enough challenge, the relaxation of restrictions brings its own problems.
Whether it is Hong Kong or elsewhere, the public seems to regard relaxation as a licence to take liberties with any remaining rules, especially social distancing, rather than faith in their common sense.
The consequences could be as serious as another wave of infection. The race to locate patrons of the Tsim Sha Tsui bar is evidence of that worry.
The authorities must redouble efforts to reduce travel risks and maintain vigilance and awareness amid pandemic fatigue.
