Hong Kong may have done well compared with many other places in controlling the spread of Covid-19. Yet it has faced cross-border caution and warnings of a feared fourth wave of contagion.

This is because of failure to sustain a daily run of zero cases of infection, with 11 new cases yesterday, including four local and one untraceable.
