Locally acquired infections of Covid-19 in Hong Kong, particularly those of unknown origin, have risen to worrying levels, sparking concerns of a fourth wave of the disease.
The government has to take decisive action. Consideration of mandatory testing makes sense, although if implemented, such a step needs to be properly targeted at high-risk groups. To be effective, it has to be accompanied by stringent contact tracing and a population that understands the importance of strict adherence to social distancing rules.
Despite 105 deaths and 5,169 infections since the coronavirus emerged in the city in January, there would still appear to be a lack of awareness of how dangerous the disease is.
Although daily infection numbers have fallen considerably since early last month, when there were more than 100 cases for 12 consecutive days, the approaching cooler weather and flu season are cause for fresh concern.


Relaxation of social distancing ahead of a four-day long weekend break last week was followed by double-digit outbreaks at a home for the disabled in Kwai Chung and a bar in Tsim Sha Tsui. A luxury hotel in the latter district has also been evacuated and closed for disinfection and 300 staff quarantined after another cluster of infections emerged.
Of the 64 cases in the past week, 55 per cent were local and of those, the source of 19 per cent remains unknown. But relaxing social-distancing rules and reopening to overseas travel without the need for quarantining depends on local infection numbers coming down to zero a day for an extended period or as close as possible to that ideal.
Where outbreaks occur, temporary screening stations should be set up and people in close contact required to undergo mandatory testing and the location closed and thoroughly cleaned. There are bound to be privacy and cost concerns, but authorities are right to be examining the legal possibilities and working out how to most effectively implement such a strategy.

A two-week voluntary mass testing scheme organised with Beijing’s help last month offers valuable lessons. Although only 1.78 million residents, about a quarter of the population, came forward, 42 cases, or two in 100,000 people, were identified. If there is any hope of a return to life as before, authorities have to take resolute measures.
Social distancing alone does not work; with so many untraceable local infections and some people having relaxed their guard, mandatory testing of high-risk and vulnerable groups is necessary.
Loopholes in rules such as limiting the number of people taking part in staycations at hotels have to be closed. Laws have to be followed and the concerns of residents taken into account. But Hongkongers also have to appreciate that unless Covid-19 is eliminated, the city’s health and economic well-being cannot be assured.
