Fire is an abiding fear in old tenements. But that does not prevent tragedies or necessarily eliminate risks that can be inherent in these structures.
The blaze that swept through a Yau Ma Tei flat on Sunday night is a reminder of that. At least seven people, including a nine-year-old, lost their lives and several others suffered critical injuries.
Our first thoughts are with families who have lost loved ones and the survivors. If they are to have closure and similar tragedies are to be prevented, the police and fire service must leave no stone unturned in their efforts to establish the cause and contributing factors.
Police are investigating whether the flat was operating as an unlicensed restaurant. There are reports people had gathered there to celebrate a birthday. The fire was the deadliest in Hong Kong since nine people died and 34 were injured in a blaze sparked by a row of hawker stalls at the doorstep of a Mong Kok building in late 2011.

That was the worst fire tragedy in the city for 15 years. It highlighted the risks of thousands of old blocks with similar problems, which can include blocked fire escapes and poor building management. We can be thankful such tragedies do not occur more frequently.
A fire officer said the Yau Ma Tei building did not have any fire suppression systems such as sprinklers. Firefighters had found a lot of dining tables inside the open, 800 sq ft flat.

He said the cause of the fire was unknown. One report said lit candles were thought to have set soundproofing material ablaze. It is too soon, however, to speculate seriously about the cause or what if anything prevented the victims from escaping.
However, the incident highlights the problem of “restaurants”, often operated by members of ethnic minority groups in grass-roots areas.
They face high rents and call themselves clubs to get around the need for a restaurant licence and fire safety measures, not to mention liquor laws and anti-pandemic rules such as social distancing. I
f the authorities were to clamp down without offering a solution to their problems they would just go “underground”. Indeed, red tape, even with efforts to streamline it, can stifle such diversity of the restaurant trade.
There needs to be a balance between public safety and allowing small businesses to flourish with clear regulations and efficient enforcement.

At least eight people were injured with a several of them falling unconscious when a fire broke out in a residential building in Yau Ma Tei on Sunday night.A man was seen climbing out from a window from a flat on a low level at the tenanment block at the junction of Canton Road and Sai Kung Street at about 8.35pm.
