European leaders have vowed to turn the screws on Moscow after a high-stakes US-Russia summit in Alaska failed to result in a ceasefire in Ukraine.
After a flurry of post-summit calls on Saturday, a coalition of Ukraine allies rallied around Kyiv, insisting that Russia could not veto its future membership of Nato or the European Union.
Nor could there be limitations on “Ukraine’s armed forces or on its cooperation with third countries” as part of any peace agreement, read a statement quickly agreed between leaders of prominent European nations and EU institutions on Saturday morning.
“As long as the killing in Ukraine continues, we stand ready to uphold the pressure on Russia. We will continue to strengthen sanctions and wider economic measures to put pressure on Russia’s war economy until there is a just and lasting peace,” read the statement, signed by the leaders of Britain, Finland, France, Germany, Italy and Poland, as well as the European Commission and Council.


The statement showed Europe was trying to manage the fallout from Friday’s summit between US President Donald Trump and Russian President Vladimir Putin, to which neither Ukraine nor any other European country was invited.
While welcoming Trump’s push for peace, the statement stressed that Kyiv must decide how the war ends.
“We are clear that Ukraine must have ironclad security guarantees to effectively defend its sovereignty and territorial integrity. We welcome President Trump’s statement that the US is prepared to give security guarantees. The Coalition of the Willing is ready to play an active role,” it read.
Yet it stopped short of challenging Trump’s claim that a “peace agreement” should precede a “mere ceasefire” - underscoring the fraught tightrope Europe walks to keep him engaged in Ukraine.
A statement from the same leaders three days earlier had said that “meaningful negotiations can only take place in the context of a ceasefire or a lasting and significant cessation of hostilities”.
It also marked an evolution in the European position on talks. The statement threw support behind a trilateral meeting of Ukrainian leader Volodymyr Zelensky, Putin and Trump on European soil, echoing calls from the US and Ukraine.
The Kremlin-backed news agency Tass, however, cited Putin’s foreign policy adviser Yuri Ushakov as saying “the topic of a trilateral summit between Putin, Trump and Zelensky has not been raised so far”.
Following hours of talks with Putin, Trump jumped on calls with Zelensky and a string of European leaders from Air Force One, claiming that all involved had decided to pursue a concrete end to the war over a temporary ceasefire.


“It was determined by all that the best way to end the horrific war between Russia and Ukraine is to go directly to a Peace Agreement, which would end the war, and not a mere Ceasefire Agreement, which often times do not hold up,” Trump wrote in a post on his Truth Social network.
Zelensky will now travel to Washington on Monday to meet Trump.
“Ukraine emphasises that key issues can be discussed at the level of leaders, and a trilateral format is suitable for this,” Zelensky said, adding that it was “important that Europeans are involved at every stage to ensure reliable security guarantees together with America”.
Following the conclusion of Trump’s meeting with Putin, the Europeans scrambled to formulate a response. After Trump and Zelensky spoke for roughly half an hour, a series of leaders from EU and Nato members joined the chat for more than an hour, according to a European Commission spokeswoman.
On that call with Trump and Zelensky were European Commission President Ursula von der Leyen, French President Emmanuel Macron, German Chancellor Friedrich Merz, Finnish President Alexander Stubb, Italian Prime Minister Giorgia Meloni, Polish President Karol Nawrocki, British Prime Minister Keir Starmer and Nato Secretary General Mark Rutte.
From the US side, Secretary of State Marco Rubio and special envoy Steve Witkoff participated. A second intra-European call then took place, with European Council President Antonio Costa joining in and Polish Prime Minister Donald Tusk replacing the country’s president.
Ambassadors from the EU’s 27 member states then went into a huddle in Brussels as they tried to forge a common position on a situation in which they risk becoming increasingly marginalised.
The summit saw Putin get the red carpet treatment on US soil, ending a period of more than three years of Western isolation since his invasion of Ukraine in February 2022 and triggering consternation in Ukraine and across Europe.

“Sickening. Shameful. And in the end, useless. Those were the words that came to mind when we watched the Alaska summit unfold,” read an editorial in the Kyiv Independent on Saturday.
Some observers were quick to paint Putin as the big winner, since Trump failed to follow through on a pledge that Russia would face “severe consequences” if there was no ceasefire.
The summit was also broadly described as a propaganda coup for Moscow – for Putin to be treated to the pomp and pageantry of a peer on US soil while Russia continued its assault on Ukraine.
“Putin got his red carpet with Trump, Trump got nothing in return. As feared: No ceasefire, no peace. No real progress – clearly 1:0 for Putin – no new sanctions. For the Ukrainians: nothing. For Europe: deeply disappointing,” Wolfgang Ischinger, the former German ambassador to the US, posted on social media.
But for others, the worst-case scenarios for Ukraine and the rest of Europe – a deal that could have led to the yielding of significant territory to Russia – was avoided.
“With little seemingly achieved, this was nobody’s worst-case scenario. There will be sighs of relief in Kyiv and European capitals that the feared Munich 1938-style capitulation didn’t materialise,” said Philippe Dickinson, a former British diplomat who is now an analyst at the Atlantic Council.
