China has ordered companies throughout the country not to comply with US sanctions on five Chinese oil refiners accused of trading in Iranian fuel, a move observers say could mark a new stage in Beijing’s pushback against American long-arm jurisdiction.
The order is the first application of a measure designed to block “improper” foreign actions, and could be a potential headache for US sanctions enforcement, according to analysts.
The order was issued in response to a series of US sanctions since last year on entities and individuals that Washington said were involved in trading Iranian petroleum.
China’s Ministry of Commerce said that among those entities were five Chinese refineries: Hengli Petrochemical (Dalian) Refinery, and “teapot” refineries Shandong Jincheng Petrochemical Group, Hebei Xinhai Chemical Group, Shouguang Luqing Petrochemical and Shandong Shengxing Chemical.
The US State Department said on Friday that the sanctions were part of “decisive action to disrupt Iran’s illicit oil trade” and that the country would hold Iran and sanctions-evading partners accountable as long as oil revenues were used to fund “destabilising activities” in the region.
But the Chinese ministry said late on Saturday that it had conducted an in-depth assessment of the sanctions against the five firms and concluded that the action taken by “the United States on the aforementioned companies constitutes improper extraterritorial application”.
The ministry said the sanctions were not to be recognised, enforced or complied with, effective immediately.


In a separate ministry statement explaining the decision on Saturday, the ministry said that since 2025, the US had used executive orders to empower third countries to act against Chinese companies.
“These sanctions improperly prohibit or restrict Chinese companies from conducting normal economic and trade activities with third countries (regions) and their citizens, legal persons, or other organisations,” it said.
“[This] violates international law and the basic norms of international relations.”
The order was issued under the 2021 Rules on Counteracting Unjustified Extraterritorial Application of Foreign Legislation and Other Measures, also known as the “Blocking Rules”.
This is the first time that China has issued a formal injunction under the rules, which were upgraded and expanded by the State Council last month.
The framework aims to identify and block “improper” extraterritorial applications of foreign laws and measures, including actions that violate China’s sovereignty, security, and development interests, the rights of its citizens and organisations, and international law.
If organisations or individuals – such as banks or suppliers – stop doing business with the five firms to comply with the US sanctions, they can be sued under the rules for damages in Chinese courts.
Alicia Garcia-Herrero, chief economist for Asia-Pacific at French investment bank Natixis, said China was taking “a pretty bold step” to “straight-up block US sanctions”.
“Instead of just protesting like before, Beijing is now legally telling everyone not to recognise, enforce or comply with those US sanctions, calling them unlawful and against international norms,” Garcia-Herrero said on Sunday.
“It’s a clear signal that China is getting more assertive in pushing back against American secondary sanctions, protecting its companies and energy imports from Iran, and showing it won’t just roll over when Washington tries to squeeze third-country trade.”
Xu Tianchen, a senior economist at the Economist Intelligence Unit, said the move “marks a new stage in China-US relations”.
Xu said that while China had been “somewhat tolerant” of US sanctions against its individual firms, this was no longer the case.
He said this was partly because the size of Hengli Petrochemical made its inclusion on the Specially Designated Nationals (SDN) list “detrimental to China’s energy security”.
Hengli’s facility in the port city of Dalian was added to the list on April 24 for allegedly buying billions of US dollars’ worth of petroleum from Iran. Hengli has denied trade dealings with Iran.
“China’s reaction will pose a headache for the US. Chinese banks are not allowed by the Chinese government, for example, to stop providing credit to sanctioned entities,” Xu said.
“But this means they would violate US sanctions. If the US sanctions these banks, it will invite harsh Chinese retaliation. If it doesn’t, it means the SDN list is unenforceable.”


Zhang Zhiwei, president and chief economist at Pinpoint Asset Management, said the timing of the injunction “is quite sensitive” as it came just before US President Donald Trump’s scheduled visit to China later this month.
“If we see real cases, the market will have a much better understanding of what impact this policy will ultimately have,” Zhang said.
Xu said that sanctions and “anti-sanctions” would be the “number one” thing to watch during Trump’s visit.
“Trump must handle it well if he wants to get something from China – such as Boeing sales,” Xu said.
After years of trade tensions halted new Chinese orders, Boeing is reportedly in negotiations with China to buy 500 aircraft, with the deal expected to be on the table during the visit.
On Friday, the US announced fresh sanctions on entities and individuals it said were involved in trading Iranian petroleum, including Qingdao Haiye Oil Terminal, and Chinese national Li Xinchun, who is the president of a China-based oil terminal.
