Hong Kong’s Mandatory Provident Fund Schemes Authority (MPFA) is stepping up efforts to detect fraudulent certificates used for early withdrawal of pension contributions after two medical groups reported suspected cases to police in recent weeks.
Responding to an inquiry from the South China Morning Post, an authority spokesman said its online platform had recently identified suspected fraud involving possibly fake medical certificates submitted to withdraw Mandatory Provident Fund (MPF) contributions.
“The MPFA is deeply concerned about the use of forged medical certificates to illegally withdraw MPF early and is engaging with medical professional bodies to help further deter fraudulent fabrication,” he said.
Under the law, employees can withdraw their pension before the age of 65 under certain circumstances, including early retirement, permanent departure from Hong Kong, total incapacity for work and terminal illness with a life expectancy of less than a year.
A source familiar with the matter confirmed to the SCMP that two medical groups reported suspected cases to police on May 9 and 10, after discovering that doctors’ information had been used without authorisation in certificates supporting MPF withdrawals on grounds of permanent incapacity.
“Upon preliminary investigations, the case has been listed as usage of false instruments and handed over to the criminal investigation squad of the Central police district for follow-up,” the insider said.
No arrests have been made so far.
However, the scale of the suspected fraud may involve more than a dozen doctors across the city, the SCMP has learned.
One local medical group reported that another employee had fallen victim to the suspected fraud, while another doctor whose details were misused said she knew of about seven other practitioners affected, with two others receiving multiple suspected fraudulent forms.
Oncologist Teresa Tse, who works in private practice, said she received a letter from the eMPF platform, which handles pension administration, asking her to verify her signature and clinic chop on a redacted application for early withdrawal on grounds of terminal illness.
Tse said she was shocked to see her name and clinic address accurately written in neat but unfamiliar handwriting, alongside a signature and a round chop that did not resemble hers. The form was dated March 9.
“Usually when private doctors produce a chop, besides our name and speciality, we also include our education,” she said.
“But this one was really fake, like a round chop for receipts. It has ‘Dr Teresa Tse’ and my Chinese name written on it.”
She added that a colleague had received three redacted forms from the eMPF platform for verification, all of which appeared to be fraudulent.
After flagging the issue in a doctors’ messaging group, Tse found at least six others – including oncologists, internal medicine physicians and orthopaedic specialists – had received similar verification requests, only to discover their professional details had been misused.
“As a doctor, my biggest concern is people using our namesake to conduct illegal activities,” she said.

Surgeon Samuel Kwok Po-yin, a director with Virtus Medical, told the SCMP that six doctors linked to the group had been affected. Their details had been misappropriated on applications for early MPF withdrawals on grounds of permanent incapacity.
The group reported the matter to police.
Kwok said the issue came to light after the MPFA contacted doctors to verify their signatures and chops. Those affected include gastroenterologists, nephrologists and respiratory medicine specialists.
Last October, police arrested 16 people for using intermediaries to forge medical certificates in attempts to withdraw pension funds on grounds of terminal illness or permanent incapacity. The total sum involved was estimated to exceed HK$4 million (US$510,700).
Kwok urged the MPFA to review its withdrawal procedures and strengthen security measures.
He warned that such cases could affect a doctor’s licence if a complaint led to an investigation by the Medical Council. He suggested the authority review whether a signature alone was sufficient for verification and establish direct checks with practitioners.
Tse noted that the letter was the first time she had received a verification request from the eMPF platform. She added that other medical certificates, such as those for insurance claims, typically required detailed information on a patient’s condition and treatment.
Lawyer Eric Chan Pak-ho said the MPFA could invoke a crime detection exemption under Hong Kong’s privacy law to request relevant information and evidence from doctors regarding suspected fake certificates.
In addition to investigations, the authority could require more detailed information on application forms, he said.
“[The] MPFA can request the doctors to provide more elaborated medical reports setting out the medical conditions in detail, and the contemporaneous medical notes typed up or jotted down by the doctors during the medical consultation,” Chan said.
Under Hong Kong law, the maximum penalty for forging or using false documents is 14 years’ imprisonment.
