Anthony Perenise, Paul Perez (2) and TJ Ioane each scored a second-half try for Samoa, who had defeated the USA 21-16 in their opening game last Saturday.
This year's edition of the Pacific Nations Cup is being used by the region's second-tier rugby nations as the main warm-up event before the Rugby World Cup in September-October.
And in Saturday’s other contests, the USA held on to beat Japan 23-18 and Tonga stopped Canada 28-18.
Lock Leone Nakarawa scored a first-half brace and fullback Metuisela Talebula added one more as Fiji wasted no time getting on the board before taking a 17-10 lead into half-time.
