The Valley winger and Hong Kong full-back scored 10 of the 26 tries in Hong Kong's 164-13 thrashing of Singapore at the 14th Asian Rugby Football Tournament in Kuala Lumpur, Malaysia.
The score was the highest at a World Cup qualifying tournament, surpassing Italy's 114-8 win over the Czech Republic in this year's Central European Zone qualifiers.
It was also the highest at the Asian tournament, easily beating the 135-3 win by South Korea over Malaysia at the same event the previous year.
Billington's personal tally of 50 points and fly-half Jamie McKee's 17 try conversions both also set new international records.
