Scores of homeless people have been choosing to endure the chill rather than seek refuge in government shelters as a cold spell grips Hong Kong. Eighteen temporary shelters operated by the Home Affairs Department opened citywide on January 22, 2026. But many street sleepers stayed put in a park in Sham Shui Po, while others sought shelter in an underpass in Tsim Sha Tsui. They said it was a better option than having to carry their belongings to community centres, which are only available when a cold weather warning is issued.
