Tang Siu-wing, 50, believes the riots in Tibet and other provinces will be a thorn in the side of the central government until at least the Olympic Games

It is a good year for Tibetan rioters to make trouble for the central government because 2008 is the year of the Olympic Games. The whole world is looking at China. Many reporters from around the world have already been stationed on the mainland to get ready for the big game.

If the Tibetan people start a riot now, all reporters can go there to cover the event very easily. Also, all those leaders at the provincial level are in Beijing, so if anything happens in their province, Hong Kong reporters will chase after them and force them to say something. The top leaders have been too busy with their National People's Congress, so it is the best time for the Tibetans to start a riot now.

But I think all these troubles in Tibet , Gansu and Sichuan will be suppressed by the central government, which has always adopted a very high-handed policy. I think the central government really has no choice. There are so many different races in China. If Tibet can be independent, then Xinjiang will also fight for independence. Many other provinces may follow. Taiwan is already a very good example. Whenever something happens in Tibet, political leaders in Taiwan will say something like: 'What happened to Tibet would happen to Taiwan today if Taiwan was under the rule of the Communist Party.'

Politics has always been dirty. Look at the presidential election in Taiwan. You can see these candidates using different tactics to attack their opponents. When they want to win votes, they will say yes to whatever the people ask for. But after the election, the ones who get elected usually cannot deliver promises made during the election campaign.

Having said that, I still hope Hong Kong can have universal suffrage one day. Although it seems quite chaotic when we read news stories about how election candidates accused each other and attacked each other, everyone in Taiwan has the right to vote for their leader. But we don't have that in Hong Kong.

What the central government has done is quite expected, but I think Beijing is still very worried because troublemakers in Tibet will not give in. They will continue to make trouble in order to capture the attention of the press during the Olympics.

Personally, I think the central government is a very competent administration. The top leaders are all of very good quality. But quality of local officials varies from province to province. Take myself as an example. I began doing car business in the 1990s. I set up a company in Guangzhou province with my friend. Unfortunately, I lost millions of dollars and I was jailed for nearly two years. I was accused of a commercial crime that I never committed. The court judgment found that I was innocent, but the property and money the local authority took away from me will never be returned to me despite the fact the judge in my case also found I was innocent. The legal system on the mainland is still quite chaotic, especially at the local level.

Policies and systems formulated by the central government are actually quite good, but they were never properly implemented and some local authorities even distorted some government measures and policies in favour of their own interests. Only those big companies that enjoy connections with top-level leaders of the central government can make money by setting up their businesses on the mainland. Small businessmen like me never succeed on the mainland.

I also have read news reports about the sex industry in Hong Kong. The government should introduce measures to regulate the trade. These women work in isolation and they are exposed to a great risk of being robbed and even killed.

Many one-woman brothels used to be located mainly in Mong Kok. They have their own community and offer support to each other. But developers of shopping malls in the district have affected the trade greatly. These brothels have to be relocated somewhere else. And these women can no longer work closely together. Maybe this is one of the reasons why they are more exposed to danger and become prey to murderers and robbers.
