Migrant women workers should be targeted for preventative Aids education because of their high HIV infection rate, a report to be submitted to the Government later this month will recommend.
This follows government data showing that about 48 per cent of the 229 HIV-infected women reported between 1986 and 2000 were non-Chinese Asians.
But concern groups fear the move could backfire and make such women a target of discrimination.
The report, to be submitted to the Government's Advisory Council on Aids, was prepared following an intensive three-year community planning process involving groups vulnerable to the disease.
Experts also aimed to create a more effective response to Aids in Hong Kong.
The vulnerable groups were identified as gay men, sex workers, cross-border travellers, drug users, Chinese youths and people with sexually transmitted diseases.
