Continuing concern over her impartiality as head of the anti-graft body
Fanny Law Fan Chiu-fun yesterday was appointed ICAC commissioner amid continuing concern her job could be compromised by the prospect of her returning to the government.
Widely regarded as a controversial official who played a key role in spearheading a series of education reforms over the past eight years, Mrs Law vowed to handle her new job 'without prejudice and bias'.
The announcement of her resignation from the education field received a mixed reaction, with admirers praising her devotion and critics saying she had pushed things too hard and too fast at times.
The appointment, which was approved by the State Council, took effect immediately.
She is swapping jobs with the former ICAC chief Raymond Wong Hung-chiu, who took over the post of permanent secretary for education and manpower.
